Ethics of Artificial Intelligence in Learner-centric Education

This report provides a comprehensive examination of the ethical landscape of Artificial Intelligence in Education (AIED), with a focus on advancing meaningful learner-centric education. It establishes a socio-technical framework that extends beyond algorithms, big data, and education to explicitly include the user as a central dimension. The report critically examines key ethical challenges, including privacy and security of learner data, data custodianship, transparency, and bias. It further highlights the importance of rethinking data governance through models such as data commons, supported by principles of accountability, responsibility, and fairness. Finally, the report proposes a framework for ethical competence in AIED, advocating a shift from compliance driven approaches to proactive, reflective, and contextually grounded ethical engagement among educators and learners. It underscores that ethical competence is dynamic, relational, and supported by institutional ecosystems that enable ongoing deliberation and collective responsibility.
